"Dear Council Members;

"The unrestricted use of state surveillance cameras in our nation's capital is a gross intrusion of privacy by government.

"The case for greater public safety has NEVER been made for the efficacy of public surveillance by law enforcement. In London, England and other large cities in Great Britain and Australia, remote camera surveillance by police has not shown any statistical significance in controlling or reducing crime rates.

"This amounts to a violation of the citizen's primary rights of privacy and an effort by the state to control lawful activities protected under the constitution."
